How We Built an End-to-End AI Government Contracting Platform (And What It's Winning)

The U.S. federal government awards over $700 billion in contracts every year. Most of it goes to the same contractors. Not because small businesses can't do the work — but because they can't find the right opportunities before the game is already over.

That's the problem we were asked to solve. And the result is AIGovBid — what we believe is the first truly end-to-end AI platform for government contracting intelligence. Here's exactly how we built it, what makes it different, and what it means for any business operating in the government contracting space.

The Problem With How Government Contracting Works Today

If you've ever tried to win a federal contract, you know the frustration. You find an opportunity on SAM.gov, spend three weeks writing a proposal, and lose to an incumbent who had been positioning for that contract for 18 months before the solicitation was ever published.

That's not bad luck. That's the system working exactly as designed — for large contractors who have the resources to play the long game. There are three specific structural disadvantages that small businesses face.

Late intelligence. By the time a contract appears publicly on SAM.gov, 20–50 competitors have already seen it. The best opportunities — pre-solicitation notices, agency budget forecasts, planned procurements — are visible to BD teams with government relationships months before any public posting.

Missing SAP contracts entirely. Simplified Acquisition Program contracts, worth up to $350,000 each under FAR Part 13, are frequently awarded with as few as 3.6 competing bidders. But most of these contracts never appear on SAM.gov. Finding them requires specialized intelligence sources that most small businesses don't know exist.

Proposals that don't score. Government evaluators score proposals against specific evaluation criteria using methodologies like the Shipley Business Development Lifecycle. Generic proposals fail — not because the contractor lacks capability, but because the proposal doesn't speak the government's language.

What We Built: The Architecture

AIGovBid is not a job board with a search filter. It's a fully automated intelligence pipeline with six interconnected layers — from capability profiling to daily opportunity delivery to proposal support.

Layer 1: Capability Profiling

The platform begins by building a precise intelligence profile for each contractor — mapping their NAICS codes, PSC categories, certifications (8(a), SDVOSB, WOSB, HUBZone), past performance history, and target agency relationships. This profile becomes the foundation for every downstream recommendation. Most contractors don't have a complete, accurate picture of their own competitive positioning — the profiling process surfaces gaps that directly affect win probability.

Layer 2: Multi-Source AI Scanning

A custom n8n automation scans 40+ federal, state, and local procurement data sources every 20 minutes. This includes SAM.gov (the public layer), but also agency procurement forecasts, spending pattern databases, pre-solicitation notice repositories, and specialized SAP contract sources that never appear on public platforms. The scanning infrastructure processes over 10,000 opportunities daily.

Layer 3: The Pwin Scoring Engine

This is the core technical achievement of the platform. Every matched opportunity is run through a proprietary AI scoring model trained on 40+ win/loss factors: competition level and set-aside type, agency relationship history and incumbent analysis, the contractor's past performance alignment to the specific requirement, historical award patterns for the contracting agency, certification match to set-aside requirements, and contract value relative to the contractor's past performance ceiling.

Only opportunities scoring 70% or higher are advanced to the contractor's pipeline. Building this model required training on historical federal contract award data, not off-the-shelf AI tools. The model needed to understand the nuances of federal procurement at a level of specificity that general-purpose LLMs don't have.

Layer 4: Competitive Intelligence

For each high-Pwin opportunity, the platform automatically generates a competitive brief: who the likely competitors are, what the incumbent contractor's weaknesses are, and what the agency's historical award patterns suggest about evaluation priorities. This is the intelligence that large BD teams spend months developing manually. AIGovBid delivers it automatically, for every qualifying opportunity, before the contractor writes a single word of their proposal.

Layer 5: Daily Curated Delivery

Pre-qualified opportunities are delivered to each contractor's inbox every morning with full briefing notes, positioning strategy, and recommended next actions. The delivery is personalized — each contractor sees only the opportunities that match their specific capability profile and Pwin threshold. A contractor shouldn't have to sort through 200 opportunities to find the 3 worth pursuing. AIGovBid does that filtering automatically.

Layer 6: Proposal and Growth Engine

The platform closes the loop with Shipley-trained proposal writers, GSA Schedule application management, partner matching, and long-term federal growth strategy. The AI handles intelligence and scoring; human experts handle the strategic and writing work that still requires judgment.

The SAP Opportunity: Why This Matters More Than Most People Realize

One of the most significant features of AIGovBid is its SAP discovery capability — and it's the one that most people in the government contracting space don't fully appreciate.

Simplified Acquisition Program contracts are worth up to $350,000 each. They're awarded under FAR Part 13, which means streamlined procedures, faster awards, and dramatically less competition. The average SAP contract has just 3.6 competing bidders — compared to 20–50 on a typical SAM.gov solicitation.

The problem is that most SAP contracts are never publicly posted. They're awarded through direct outreach to contractors the agency already knows, or through specialized procurement channels that most small businesses don't have access to. AIGovBid surfaces these opportunities through a combination of agency relationship data, spending pattern analysis, and specialized procurement intelligence sources. For many clients, SAP contracts have become the fastest path to building past performance — which is the prerequisite for winning larger contracts.

Technology Stack

Every component was selected for reliability, scalability, and the ability to handle the real-time data demands of federal procurement intelligence. The platform is built on a React 19 + TypeScript frontend, tRPC + Express API layer, MySQL database with Drizzle ORM, and a custom n8n automation backbone for multi-source data ingestion. The AI layer includes a custom LLM pipeline for solicitation parsing, the proprietary Pwin scoring engine, NLP-based opportunity matching, and predictive agency spend analysis.

Results

The platform is live and actively serving contractors across the United States. Since launch, AIGovBid has facilitated $120M+ in client contract wins with a 50%+ average win rate — compared to an industry average of 10–15%. Contractors receive their first pre-qualified opportunities within 72 hours of onboarding. The platform covers both federal and SLED (State, Local, and Education) markets — giving clients access to the full $2.7T+ government contracting landscape from a single platform.
